(A) PRELIMINARY EXAMINATION

(i) The Examination shall comprise of two compulsory Papers of 200 marks each and each paper shall be of two hours duration.

(ii) Both the question papers shall be of the objective type (multiple choice questions).

(iii) The General Studies paper-II of the Civil Services (Preliminary) Examination will be a qualifying paper with minimum qualifying marks fixed at 33%.

(iv) The question papers other than language and Literature shall be set in English. Candidates must answer the papers in their own handwriting and the facility of Scribe or Reader as the case may be, may be allowed by the Commission to the candidates with disability having physical requirement and functional classification as may be prescribed by the Government from time to time. Besides, compensatory time of twenty minutes per hour wherever applicable shall be permitted to such candidates by the Commission.

1. General Studies (GS) Paper I This section tests candidates on a wide range of topics related to Indian and Odisha affairs. Indian Polity and Governance: Constitution of India, political system, Panchayati Raj, judicial system. Geography: Physical and political geography of India and Odisha. Economic and Social Development: Economic policies, poverty alleviation, inclusive growth, human development, social justice. Environmental Issues: Ecological balance, climate change, environmental degradation, and sustainable development. Science and Technology: Advances in technology, space, and communication, basic principles of science, and their application in governance. Indian History: Ancient, medieval, and modern history of India, focusing on Odisha’s historical significance. Current Events: National and international news, awards, sports, and important government schemes. 2. General Studies (GS) Paper II This paper focuses on the Odisha-specific knowledge and its relevance to the administration of the state. Odisha History and Culture: Ancient, medieval, and modern history of Odisha, Odisha’s rich cultural heritage. Geography of Odisha: Geographical features of the state, natural resources, major rivers, and climatic conditions. Odisha Economy: Economic structure, major industries, agriculture, natural resources, and state-specific policies. Odisha Government Schemes: Government welfare and development schemes aimed at uplifting various sectors of Odisha’s economy and society. Odisha Political System: History of governance in Odisha, major political movements, and the role of Odisha in national politics. 3. Aptitude and Mental Ability This section tests the logical and analytical reasoning ability of candidates. Logical Reasoning: Series, puzzles, analogies, blood relations, and syllogism. Quantitative Aptitude: Time and work, profit and loss, average, percentage, ratio and proportion, speed and distance. Data Interpretation: Charts, graphs, tables, and diagrams. Basic Mathematics: Number system, algebra, and basic arithmetic. 4. General English This section assesses candidates’ proficiency in the English language. Grammar: Tenses, subject-verb agreement, prepositions, conjunctions, articles, etc. Vocabulary: Synonyms, antonyms, idioms, one-word substitution. Reading Comprehension: Questions based on understanding and interpretation of passages. Writing Skills: Essay writing, letter writing, precis writing, and comprehension. 5. Odisha State Language Paper (Odia) This section evaluates candidates’ knowledge of Odia, the state language. Odia Grammar: Sentence structure, correct use of words, and language proficiency. Odia Literature: History, important poets, authors, and literary contributions of Odisha. Comprehension: Short passages in Odia for understanding and interpretation.
